"I concur with the finding that the construction of the preferred route will have an adverse effect· on the Helkau National Register District. Specifically, the visual and audible impacts will directly effect the traditional use of the area by Native Americans."
As a result, in accordance with Section
800,6(b)(f) of the Council's regulations, the Executive Director has determined that a failure to agree exists, and has referred the matter to the Chairman for a decision a's to whether it will be heard by the full Council or by a panel, in order to render the Council's comment.
