"While admitting that the government's actions would disrupt the environment, diminish the sacredness of the area, create distractions that would interfere with spiritual training and needed privacy for meditation, and "interfere significantly" with the Indians' spiritual practices, the "affected individuals (would not) be coerced into violating their religious beliefs;' or penalized by the government for the exercise of those religious rights."
