Abstract
The law requires federal agencies lo consult with Indians to protect their religious rights when federal land is used for a national monument, lumbering or construction o( a mine.
1. Federal agencies have continued to drag their feet in implementing it.
2.Agencies tend to involve Indians too late in the planning process.
3. Federal officials are unwilling to admit problems exist in the consultation process and don't take the tribes' objections seriously.
4. Federal agencies have too much latitude in choosing the tribal "consultants" for land decisions.
