Abstract

"The Forest Service's basic role as a reviewer of evidence, decision maker, and objective mediator of evidence in this case raises some profound problems and questions. Can we expect an agency investigating over twenty years and $20 billion on a project to simply step back and objectively review claims and evidence which threaten to obliterate the very existence and goals of that project? Considering that the road will open up part of the Siskiyous to easier timber development, are we to disregard that 75% of of the proceeds from the sale of such timber goes to the federal government, and that one of the Forest Service's primary responsibilities as an agent of the government is to secure the proceeds? ......and ask the question weather the age-old collusion and commonality of interest between the regulator and the regulated organizations over time exists in this case?"
